The Problem Is in the Statutory Authorization Block
Underneath the VALID stamp, the certificate names the bodies behind it. The license is issued by the Offshore Finance Authority of the State of Anjouan under the Computer Gaming Licensing Act 007 of 2005, and licensed activities are supervised by Anjouan Licensing Services Inc.
Both of those need context that the certificate doesn't provide.
The Anjouan Offshore Finance Authority was established in the late 1990s, when the island was politically separated from the rest of the Comoros. Comorian banking laws passed in 2013 and 2015 removed its regulatory status, and the Central Bank of the Comoros has since issued repeated warnings that it has no legal or physical presence in the country.
Anjouan Licensing Services is one of the private firms identified in an Australian Broadcasting Corporation investigation published in December 2025, which traced Anjouan gambling licensing to companies claiming authority derived from the defunct AOFA. Comoros officials have described these entities as operating illegally, and the government named them directly in January 2026.
There's a third layer. A 2024 Financial Action Task Force evaluation found that gambling is prohibited under the Comorian Penal Code. If the activity isn't lawful nationally, a license issued from within that country has no legal foundation regardless of how the certificate is worded.
Note also the date on the enabling legislation: the Computer Gaming Licensing Act 2005, issued by an authority that lost its standing in 2013. A certificate can be internally consistent and still rest on nothing.
me88's Own About Page Claims Licenses Its Footer Doesn't Show
This is the part that gave us most pause.
me88's About Us page states that the operator is certified and recognized by regulators including the Government of Curaçao, the United Kingdom Gambling Commission, and PAGCOR in the Philippines.
None of those appear anywhere else on the site. The footer names Anjouan. The validation certificate names Anjouan. There is no UKGC account number, no PAGCOR reference, no Curaçao license.
