Here is what we found, and we'd encourage you to check it yourself rather than take our word for it.
The Anjouan Offshore Finance Authority was set up in the late 1990s, during a period when the island was politically separated from the rest of the Comoros. Banking laws passed in 2013 and 2015 removed its regulatory status. Since then, the Central Bank of the Comoros has issued repeated warnings that the bodies licensing gambling operators in Anjouan's name have no legal or physical presence in the country, and Comoros officials have described them as fictitious entities operating illegally.
There is a second problem underneath the first. A 2024 Financial Action Task Force evaluation found that gambling is prohibited under the Comorian Penal Code. If the activity itself isn't permitted under national law, a license issued from within that country has nothing to sit on.
The scale is not small. The body issuing these permits claims to have handed out more than 1,300 gambling licenses, at roughly €17,000 each per year. An Australian Broadcasting Corporation investigation published in late December 2025 traced the licensing operation to private firms acting in the name of the defunct authority, and the Comoros government responded in January 2026 by naming those firms directly.
What this means for you as a player. A licence is supposed to give you somewhere to go when something goes wrong: a regulator that can compel an operator to pay, freeze a license, or arbitrate a dispute. That is what a license is for. If the body that issued it has no legal standing in its own country, there is no such backstop. Comoros officials have said as much, warning that consumers face loss of funds and no protection in disputes.
We want to be precise about what we are and aren't saying here. We are not saying J8DE has refused to pay anyone. Our own deposits and withdrawals have gone through without problems, and we say so further down this page. What we are saying is that if a dispute did arise, the license in the footer is unlikely to help you resolve it, and you should size your play accordingly.
One naming detail worth knowing. Three different names circulate for the same thing. J8DE's own terms and conditions refer to the Anjouan Offshore Financial Authority. The permits themselves are issued through a body calling itself the Anjouan Gaming Control Board. Some sites, including an earlier version of this page, have called it the Anjouan Gaming Authority. If you see any of these names in a casino footer, they all lead back to the same disputed arrangement.
Who Operates J8DE
We couldn't tell you, and that's the finding.
J8DE's terms and conditions run to twenty-five clauses and refer throughout to "the Company" and to j8de.io. No company name appears anywhere in them. No registration number, no registered address, no jurisdiction of incorporation. The privacy policy names "J8de" as the data controller and gives a contact address written as support@J8de, with no domain attached, which means as printed it isn't a working email address.
Governing law is Anjouan, in the Union of the Comoros. Comoros residents are on J8DE's own restricted list, so the jurisdiction whose law governs your contract is one whose citizens aren't allowed to hold an account there.
For contrast, when we reviewed Dafabet we could name the operator, its company number, its date of incorporation and its registered office, all published and all verifiable against the regulator's own certificate. That is the normal standard for a site handling deposits.
This isn't a technicality. If you ever needed to pursue a complaint beyond live chat, through a payment provider, a lawyer, or any external body, the first question anyone asks is who you contracted with. On J8DE, the public documents don't answer it.
One more inconsistency worth noting: the restricted-country lists in the terms and in the KYC policy don't match. The KYC policy bars ID documents issued by Australia; the terms and conditions don't list Australia at all. Minor in isolation, but it suggests the documents were assembled rather than drafted.
Platform Security
J8DE runs SSL encryption across the site, and the account area includes the protections you'd expect: login verification and transaction monitoring. We haven't independently tested the certificate strength, so we're not going to quote a bit length the way some reviews do.
The KYC policy is more detailed than most operators publish, which is a point in its favor. It sets out a two-tier approach. Terms Worth Knowing Before You Deposit
We read J8DE's terms and conditions, KYC policy, and privacy policy in full. Most of it is boilerplate that reads the same across every casino serving this market. These are the clauses that aren't, and that we'd want to know about before putting money in.
You have to wager 3× your deposit before you can withdraw. This is the one that catches people. It sits in clause 8.2 and applies whether or not you've taken a bonus. Verdict
